Business Establishment Census

The Minister of Finance and Planning, Niue Statistics Office are proud to release the results for the Niue 2024 Business Establishment Census

The 2024 Business Establishment Census (BEC), conducted by the Niue Statistics Office in partnership with the Asian Development Bank, marks Niue’s first comprehensive effort to map its private sector. Covering the period from April 2023 to March 2024, the census aimed to address the lack of detailed business data by collecting information on ownership, employment, financial performance, and operational challenges. Despite a modest response rate, the census successfully captured insights from 87 operating businesses, revealing a strong presence of locally owned enterprises and a predominance of sole proprietorships.

Key findings show that Niue’s business landscape is community-driven, with near gender parity in ownership and a workforce of 287 employees. The most active sectors include accommodation and food services, wholesale and retail trade, and construction—reflecting the island’s reliance on tourism and local commerce. Financial data, though limited, indicated that wholesale and retail trade generated the highest revenue and expenses. Operational challenges such as delays in government services, access to utilities, and limited stock-taking practices were commonly reported, highlighting areas for policy and infrastructure improvement.

The report recommends strengthening digital infrastructure, adopting mixed-mode data collection methods, and developing a dynamic business register to improve future census coverage. It also emphasizes the importance of capacity building, targeted support for small businesses, and integrating business data into administrative systems. The BEC lays a foundation for evidence-based policymaking and is expected to be repeated in 2028, contributing to Niue’s long-term economic planning and resilience.
